Construction paused at 515 Walnut in downtown Des Moines after payment dispute

An ambitious housing project in downtown Des Moines has been put on pause while developers work out a payment problem.
The 515 Walnut development, which was in the works for years before finally starting construction early in 2025, is on hold.
Late last week, vlog received an email that was sent to contractors from the contracting company. It summarizes the situation, noting the company has sent multiple default notices to the owners about payment inaction. It then reads that effective end of day last Friday, work would stop at the site until payment is received. It also reads that the contracting company isn't expecting a "demobilization," and that it "fully expects this to be resolved imminently."
vlog did reach out to the contracting company, but was referred to the developer.
Joe Teeling, the president of St. Joseph Group, did speak with vlog on Tuesday afternoon and also says he expects this will be handled quickly.
"We're taking a week or so off," said Teeling. "We have been working the last month on a construction loan, and we thought we'd probably have it closed late last week, but it's not closed yet."
515 Walnut will feature 390 units, including a mix of studio, one-bedroom, and two-bedroom apartments. Teeling says as of late October, 13 of the 33 floors have been poured.
Teeling also notes 515 Walnut is a $168 million project. It's funded by equity, which he says has been completely committed, and a loan that Teeling says will be well over $100 million.
"They've [contractors] have been paid all the way up through last month, so they've been waiting on the loan to close, as well," said Teeling.
Teeling explained to vlog where the loan stands now.
"The loan has been approved. We're now just finishing up our final legal documents, which there's a lot of them because it's a very big project and a lot of folks involved, but we're just expecting to have it done by week's end," said Teeling.
When asked if work will start again Monday, Nov. 3, if the loan is closed, Teeling says that he expects that to be the case. He also says project is still on track to be complete by spring of 2027.
"This is going to be a first-class place to live," said Teeling. "It's going to change the skyline and change downtown Des Moines."
