THAT PERSON RAN OUT OF THEIR CAR, ALMOST GOT INJURED BY THAT VEHICLE. BUT THIS IS WHY 132 580 ARE SHUT DOWN BECAUSE YOU JUST CAN’T SEE. YOU HAVE THE MIXTURE OF THE WINDS, YOUR VISIBILITY, ESPECIALLY NOW AT NIGHT. THIS IS JUST NOT GOING TO BE SAFE.
