SHAPIRO CLAIMS THAT THE DECISION IS UNLAWFUL, SAYING SCHOOLS WERE PROMISED THAT MONEY FOR HVAC UPGRADES, CLASSROOM SUPPLIES, AND MENTAL AND ACADEMIC SUPPORT. THE DEPARTMENT OF EDUCATION DID NOT SAY HOW MUCH MONEY IS LEFT.
