NOT ANYMORE. THIS CAMERA ON GRAND AVENUE NEAR THE SCULPTURE PARK AND DMPS CENTRAL CAMPUS, IS ONE OF THE AUTOMATED TRAFFIC ENFORCEMENT SYSTEMS, OR ATS, THAT WILL BE FORCED TO SHUT DOWN. THE ONLY FIXED CAMERA LEFT IN DES MOINES IS ON I-235 EASTBOUND, BUT THE BATTLE FOR THE TWO CAMERAS THAT WERE DENIED ON GRAND AVENUE AND ON SOUTHWEST 9TH MAY NOT BE OVER. WE SAW VALUE AGAIN IN HAVING A CAMERA NEAR A PARK THAT’S TWO BLOCKS AWAY FROM A SCHOOL, AND THEN ALSO HAVING ONE WHERE WE’VE HAD A LOT OF CRASHES. SERGEANT PAUL PARIZEK WITH THE DES MOINES POLICE DEPARTMENT SAYS SINCE THEY DO HAVE ONE APPROVED CAMERA, THEY MAY BE ABLE TO REAPPLY FOR THE OTHERS. WE KNEW GOING INTO THE LEGISLATION THAT THEY HAD SOME CONCERNS ABOUT MUNICIPALITIES, NOT NECESSARILY USING THESE AS JUDICIOUSLY AS THE CITY OF DES MOINES DOES. THOSE ARE JUST TWO OF 128 FIXED CAMERAS ACROSS THE STATE THAT WERE DENIED BY THE IOWA DOT. ONLY 11 WERE APPROVED. OF THE EIGHT THAT WERE DENIED, 26 OF THEM ARE ON MAJOR, FOUR LANE HIGHWAYS AND INTERSTATES. IN THE DOT’S REASONING FOR DENIAL, MANY ARE LISTED AS NOT NECESSARY. NOT LEAST, RESTRICTIVE MEANS OF ENFORCEMENT OR NOT APPROPRIATE. THE DOT ALSO APPROVED 143 MOBILE ATS ACROSS THE STATE, 24 OF THOSE BELONG TO DMPD TO SET UP THEIR THREE MOBILE RADARS. 66 MOBILE UNITS WERE DENIED THROUGHOUT IOWA. 14 OF THEM FROM THE CITY OF DES MOINES. THE MOBILITY IN NATURE IS A BENEFIT TO US. WE CAN MOVE THEM IF WE NEED TO. WE CAN MOVE THEM INTO SCHOOL ZONES AT THE BEGINNING OF THE SCHOOL YEAR. WE CAN MOVE THEM INTO A CONSTRUCTION ZONE IF WE HAVE ISSUES. THERE. The Des Moines Police Department says the state approved most of its requests for permits to operate automated traffic enforcement cameras around the city. Iowa's new speed camera law requires cities to apply for the cameras by explaining why they're needed.The DMPD requested permits for three fixed cameras. One on Interstate 235 eastbound was approved. Cameras at Ninth Street and Grand Avenue and the 1400 block of Grand Avenue were denied. Enforcement at those locations ended Monday afternoon."We saw value in having a camera near a park that is two blocks away from a school and also one where we've had a lot of crashes, " Sgt. Paul Parizek with the DMPD said of those cameras. "We knew going into the legislation they had some concerns about municipalities not necessarily using these as judiciously as the city of Des Moines does."Two dozen locations where mobile cameras could be placed were approved in Des Moines, while 14 were denied.Parizek says the use of all mobile cameras has been paused until they can install the signage required by the new law."The mobility in nature is a benefit to us; we can move them if we need to. We can move them into a school zone at the beginning of the school year. We can move them into a construction zone if we have issues there," Parizek said.Statewide, 11 fixed cameras were approved and 148 were denied. Fixed sites include the one in Des Moines, four in Cedar Rapids, four in Davenport and one each in Le Claire and Marshalltown.The Department of Transportation approved 143 mobile cameras and denied 66. Municipalities that were denied permits can appeal that decision to the DOT.
