State auditor's report reveals incomplete document release in Iowa education savings account audit
WE ARE LEARNING MORE ABOUT THE FIGHT OVER ACCESS TO PUBLIC RECORDS, ABOUT THE STATE’S TAXPAYER FUNDED EDUCATION SAVINGS ACCOUNT PROGRAM. STATE AUDITOR ROB SAND RELEASED A 360 PAGE REPORT THIS WEEK THAT SAYS NOT ALL DOCUMENTS REQUESTED BY A LEGISLATOR WERE RELEASED. vlog LAURA TERRELL JOINS US IN STUDIO TO EXPLAIN LAURA. THE REPORT CLAIMS THE DEPARTMENT OF MANAGEMENT DID NOT TURN OVER ALL REQUESTED DOCUMENTS RELATED TO A POTENTIAL AUDIT OF THE EDUCATIONAL SAVINGS ACCOUNT PROGRAM. THE DEPARTMENT OF MANAGEMENT TELLS vlog THOSE DOCUMENTS, DETAILED IN SAND’S REPORT, WERE NOT DIRECTLY LINKED TO THE EDUCATION SAVINGS ACCOUNT PROGRAM OR THE PROGRAM AUDIT. THE LEGISLATOR WAS INVITED TO SUBMIT A NEW REQUEST AND DID NOT. THE STATE AUDITOR AND OTHER DEPARTMENTS HAVE BEEN AT ODDS OVER THE AUDITING OF THE PROGRAM, DOWN TO THE WORDING IN AN ENGAGEMENT LETTER OF HOW AN AUDIT WOULD PROCEED. WE PROPOSED A CHANGE THAT WAS EXACTLY WHAT THEY WANTED. WITH JUST A FEW MORE WORDS THAT WE WOULD ALSO INCLUDE OVERSIGHT WORK UNDER IOWA CODE CHAPTER 11. THAT’S WHAT THEY DIDN’T DISAGREE TO. IT SHOULD BE ALARMING TO EVERYBODY IN THE STATE OF IOWA THAT THE ADMINISTRATION DIDN’T WANT TO AGREE THAT IOWA LAW WAS GOING TO BE FOLLOWED. AND GOVERNOR REYNOLDS TOLD vlog BACK IN FEBRUARY THAT SAND IS USING THIS TO BOOST HIS POLITICAL CAREER. SAND HAS NOT SAID IF HE PLA

State Auditor Rob Sand released a 360-page report this week, stating that not all documents requested by a legislator were released concerning the state's taxpayer-funded education savings account program. The report claims the Department of Management did not provide all requested documents related to a potential audit of the Educational Savings Account Program.The Department of Management stated that the documents detailed in Sand's report were not directly linked to the education savings account program or the program audit. The legislator was invited to submit a new request, but did not do so. The State Auditor and other departments have been at odds over auditing the ESA program, including disagreements over the wording in an engagement letter regarding how an audit would proceed."We proposed a change that was exactly what they wanted, with just a few more words that we would also include oversight work under Iowa Code Chapter 11," Sand said. "That's what they didn't disagree to. It should be alarming to everybody in the state of Iowa that the administration didn't want to agree that Iowa law was going to be followed."Governor Reynolds previously told vlog in February that Sand is using this issue to boost his political career.
