Trump said, "We think it's gonna be about a little less than three years. And we'll have a big phase-in very early, you know, we're starting immediately with $25 billion. It'll cost about $175 billion completed, but we think in two and a half to three years."The president mentioned that the $25 billion has been included in the bill currently being worked on by the House. He also stated that he has the necessary support from Congress to fully fund the plan.
